How purification works in Pokémon GO
1) IV increase rule
When you purify a Shadow Pokémon, each individual value (Attack, Defense, HP) goes up by 2 points, with a hard cap at 15. That means 13/13/13 becomes 15/15/15, while 15/10/12 becomes 15/12/14.
2) Level floor at 25
If the Shadow Pokémon is below level 25, purification raises it to level 25 immediately. If the Pokémon is already level 25 or above, the level stays the same.
3) Cost and move behavior
Purification costs Stardust and Candy, and cost tier varies by species. Purifying also replaces Frustration with Return. This can be helpful for some collections, but raid and PvP strategy may differ depending on the Pokémon.
When should you purify vs keep Shadow?
