Borb can be incredibly strong for progression speed, but it has practical soft limits. Once your effective monsters-per-zone is very low, further levels produce less value.

3) Forgetting that goals change

Push builds and speed-farm builds are not the same. If your goal changes, your Outsider allocation should change too.
